Política de formação de gestores no município de Pinhais/PR: legislação da educação relacionada às responsabilidades do gestor escolar

Abstract

This research has objective to identify the policy of continuing fomartion of the school managers in the municipal network of Pinhais, State of Paraná, as of on participation in continued education. The specific objectives are to analyze the legal and legal tools that are related to the school manager's routine in order to subsidize them in their actions, understand the commitments and responsibility of the manager's role and discuss the continuing education for school managers in the Municipality of Pinhais. It also aims to improve the quality of education and the purpose of making its workers able to meet the new skills and competences due to the reforms implemented in the country with democratization in the 80s. This research is justified by the importance of understanding the problem the continuing education offered to school managers of municipal schools of basic education linked to the Municipal Education Department, based on the understanding that management is responsible for the collective elaboration of the process of teaching, learning and improving internal functioning activities in a democratic perspective. Did training for school managers meet the demands of the municipality or contribute to advances towards democratic and emancipatory education? That way, it is believed that the managers of basic education schools play a relevant role in the composition of quality service, which helps to ensure the intermediation between school education and the implementation of policies. In this sense, it will be important to understand some of the contradictions that constitute school management, which are in the field of public policies and professional performance. The choice of this theme was due to the author's experience as the manager of a school institution and the difficulty faced in assuming the direction of the school without any previous training. For the accomplishment of this research, it is constituted through documental analysis and bibliographic review on Management and formation of managers. Among them, we highlight the authors who contributed most to school administration in Brazil, such as Dourado (2006), Ferreira (2003), Libâneo (2015), Lück (2008), Paro (2010), Vasconcellos (2006). There is also an analysis of legal texts that deal with school management, such as: Federal Constitution (FC) of 1.988, Law of Guidelines and Bases - LDB 9394/96, National Education Plan (PNE) - Law 10.172, Development Plan of Education (PDE), School Rules of the Municipality of Pinhais, Statute of Public Servants of the Municipality of Pinhais. The results of the research indicate that the policies for the continuous training of managers at the Municipal level for school institutions, the training to remedy the gaps left by the initial training of these managers. It was identified, through the analysis of the interviews with the education secretary, that the managers are not clear on how to efficiently manage the school and learn the function in their day-to-day with successes and mistakes. In this way, the need for a broader prior training is understood, in which the future school manager acquires the knowledge, skills and attitudes necessary for the exercise of his position and so that he can assist in the construction of a quality public education. In this sense, a reformulation in the continued training was suggested and, in addition, further details are suggested to the policy for training managers of the Secretariat of Education of Pinhais.
