dc.description.resumoO educador social tem como responsabilidade desenvolver ações socioeducativas com crianças e adolescentes acolhidos em instituições. O objetivo geral da presente pesquisa foi compreender as narrativas e as práticas de educadores sociais, e de maneira específica foram delimitados os seguintes objetivos: discutir as políticas públicas voltadas para as crianças e adolescentes e as práticas de educadores sociais (estudo 1); descrever uma revisão sistemática das publicações nacionais sobre as perspectivas atribuídas por educadores sociais de instituições de acolhimento a crianças e adolescentes, às suas práticas educativas (estudo 2); analisar as narrativas de educadores sociais sobre suas práticas numa instituição de acolhimento para crianças e adolescentes no Sul do Brasil (estudo 3); e analisar os significados dos registros fotográficos de educadores sociais referente suas práticas numa instituição de acolhimento para crianças e adolescentes (estudo 4). A metodologia utilizada foi o estudo qualitativo, descritivo e exploratório. Os instrumentos utilizados para a coleta de dados foram: roteiros de entrevista narrativa, registros fotográficos e questionário sociodemográfico. Os dados foram analisados com a técnica de análise fundamentada nos dados. Foram entrevistados 11 educadores sociais, a maioria do gênero feminino e com idade entre 25 a 52 anos. Da presente pesquisa, resultaram três estudos (estudo de revisão narrativa de literatura, estudo de revisão sistemática de literatura e um estudo empírico que engloba a análise das práticas e das narrativas de educadores sociais). Verificou-se na revisão narrativa de literatura que em determinados momentos a criança não era reconhecida como sujeito de direitos. O reconhecimento dos direitos das crianças e adolescentes possibilitou o surgimento das legislações, por exemplo, o Estatuto da Criança e do Adolescente (ECA). Entretanto, os avanços trazidos pela referida lei, não garantiram o cumprimento dos direitos e garantias. Nesse sentido, é importante refletir sobre os desajustes entre o discurso legal e os mecanismos eleitos para realizar as propostas do ECA. Contudo, o ECA foi importante para legitimar a proteção integral às crianças e adolescentes, e de forma específica destacou as medidas de proteção aplicáveis quando os direitos reconhecidos forem ameaçados ou violados. Nesse sentido, os espaços de atendimento em regime de acolhimento institucional são responsáveis pelo planejamento e execução de programas de proteção. E os educadores sociais são os profissionais que tem a atribuição de garantir a atenção, defesa e proteção, buscando identificar as necessidades de crianças e adolescentes institucionalizadas para desenvolver atividades que integram o conjunto de recomendações das legislações vigentes. Na revisão sistemática de literatura verificou-se que os educadores sociais reconhecem o trabalho na instituição, mas por outro lado, ressaltam a importância do contexto familiar. Estabelecem vínculos com as crianças e adolescentes, e ao mesmo tempo precisam utilizar estratégias para o manejo das suas emoções. Valorizam o coletivo de trabalho, pois conhecem o significado amplo da capacitação, mas necessitam de informações referentes às práticas. Foram identificados sintomas de Transtornos Mentais Comuns – TMC, além disso, a baixa remuneração financeira e a falta de qualificação contribuem negativamente para a qualidade do cuidado oferecido pelos educadores sociais. No estudo sobre a análise das narrativas de educadores sociais sobre suas práticas, verificou-se que as mesmas são representadas pelo cuidado, e que estes profissionais seguem as diretrizes propostas pelas legislações vigentes. Os tipos de práticas englobam uma diversidade de atividades, pois o auxílio destinado às necessidades básicas e a valorização da singularidade focalizou, de maneira processual, o estágio do desenvolvimento da criança e do adolescente, e foi um aspecto importante para a construção de estratégias de intervenção. Isto favoreceu as dimensões das práticas, visto que foi identificada atenção integral e humanizada, o que contribuiu para a construção do processo de vínculos afetivos e possibilitou que os educadores sociais se transformassem em figuras de apego. Foi destacada a construção da moralidade nas interações, o que permite auxiliar o desenvolvimento social e afetivo das crianças/adolescentes. E sobre o contexto das práticas foram identificadas avaliações positivas, o que permitiu desenvolver novas formas de intervenção. A análise dos registros fotográficos revelou que as práticas de educadores sociais envolvem as interações com as crianças e adolescentes, o que incluiu de maneira simbólica, os registros dos indivíduos em situação de acolhimento, os espaços físicos e objetos da instituição de acolhimento. Os educadores sociais ofereceram formas de interação social com as crianças/ adolescentes por meio da vinculação afetiva e manifestaram clareza de que o cuidado supera a assistência às necessidades básicas. Assim, foi um aspecto importante para a construção do cuidado integral. Identificou-se o favorecimento da expressão do brincar por meio da criatividade, assim como o reconhecimento da história de vida e de aspectos que integram o desenvolvimento de cada criança/adolescente na instituição de acolhimento. Destacou-se o compartilhamento de informações educativas nas atividades básicas de cuidado (alimentação, brincar) objetivando o desenvolvimento de novas aprendizagens. E desta maneira, os educadores sociais reconheceram as atividades de trabalho que proporcionam condições para que os indivíduos abrigados construam estratégias de enfrentamento diante das situações que envolvem o acolhimento institucional, por exemplo, nos momentos de brincar. Os resultados apresentados mostram a necessidade de investimentos na formação inicial e na capacitação continuada dos educadores sociais, portanto, é relevante que seja propiciada formação continuada com a parceria de profissionais que possuem conhecimentos referentes à institucionalização e cuidado integral. A dinâmica das instituições de acolhimento necessita ser discutida para romper com modelos assistencialistas. A atenção à saúde mental representa outro aspecto, assim, se faz necessária a oferta de serviços de assistência psicológica e psiquiátrica. De uma maneira geral, os resultados desta pesquisa contribuem para promover intervenções com educadores sociais, por exemplo, auxiliar os programas de formação continuada, uma vez que os profissionais pesquisados têm uma visão humanizada e integral. Portanto, um aspecto para o desenvolvimento de novas atividades para a continuidade dessas ações. Além disso, os resultados identificaram que os educadores sociais estão envolvidos no cuidado à criança/adolescente, e isto representa um ponto importante para o fortalecimento das estratégias de formação continuada, para que a consolidação das atividades e dos vínculos sejam discutidos a fim de aprimorar as práticas destes profissionais. Os objetivos foram atingidos, uma vez que foram apresentados trabalhos científicos publicados em revistas nacionais. Além disso, foi possível analisar as práticas de educadores sociais de uma instituição de acolhimento. Uma limitação desse estudo reside no fato do mesmo estar restrito a artigos científicos no contexto Brasileiro. Tal limitação restringe os resultados obtidos, porém não invalida a relevância dos mesmos. Existe a necessidade de analisar resultados em outros contextos socioculturais, por isso recomenda-se a análise de estudos internacionais. Outra limitação se refere a amostra que foi constituída por educadores sociais de uma única instituição de acolhimento, e por considerar que se trata de um estudo qualitativo, os resultados são relativizados. Os resultados são autorrelatos e se referem a análise dos participantes de suas relações no ambiente de trabalho. Outro ponto se referiu a impossibilidade de comparar as narrativas entre educadores sociais e crianças/adolescentes, o que representa uma sugestão para os próximos estudos. No Brasil existem dificuldades para a realização das medidas protetivas previstas pelo ECA, e desta forma, há a necessidade de que os princípios desta legislação sejam efetivados para atender às demandas de crianças e adolescentes em situação de acolhimento institucional. No que se refere a diversidade da realidade brasileira, provavelmente existem instituições que replicam os modelos tradicionais, contudo o local pesquisado apresenta um panorama diferenciado de práticas que se destacam pela atenção humanizada. Sugere-se a importância de futuras pesquisas que busquem aprofundar o conhecimento sobre as categorias temáticas identificadas neste estudo, especificamente, a formação dos educadores sociais, visto que apresenta repercussões no cotidiano de suas práticas. Logo, é possível ressaltar a necessidade de estudos com o objetivo de proporcionar um entendimento amplo do cuidado oferecido pelos educadores sociais às crianças e adolescentes em situação de acolhimento institucional. Recomenda-se que as políticas públicas sejam efetivadas por meio de ações que viabilizem o cuidado integral na atuação dos educadores sociais. Pesquisas longitudinais podem ser desenvolvidas para acompanhamento desses profissionais objetivando a análise das práticas. Por outro lado, é importante incluir a participação de crianças/adolescentes institucionalizados nos próximos estudos. Este estudo contribuiu para promover avanços na produção científica por meio da técnica de registros fotográficos. Aplicações práticas dos resultados deste estudo contribuem para efetivar o que se propõe as legislações vigentes, especificamente sobre as estratégias utilizadas pelos educadores sociais no acolhimento institucional. Além disso, a presente dissertação gerou tecnologias sociais, por exemplo, a construção de duas cartilhas: “Orientações gerais para educadores sociais em abrigos na pandemia COVID19" e “Recomendações para as práticas de educadores sociais no acolhimento institucional”.por
dc.description.abstractThe social educator is responsible for developing socio-educational actions with children and teenagers cared for in institutions. The general objective of this research was to understand the narratives and practices of social educators, and specifically the following objectives were defined: to discuss public policies aimed at children and adolescents and the practices of social educators (study 1); describe a systematic review of national publications on the perspectives attributed by social educators from child and adolescent care institutions to their educational practices (study 2); analyze the narratives of social educators about their practices in a shelter for children and adolescents in southern Brazil (study 3); and analyze the meanings of photographic records of social educators regarding their practices in a shelter for children and adolescents (study 4). The methodology used was a qualitative, descriptive and exploratory study. The instruments used for data collection were: narrative interview scripts, photographic records and a sociodemographic questionnaire. Data were analyzed using the data-based analysis technique. Eleven social educators were interviewed, most of them female and aged between 25 and 52 years. The present research resulted in three studies (narrative literature review study, systematic literature review study and an empirical study that encompasses the analysis of the practices and narratives of social educators). It was found in the narrative literature review that at certain times the child was not recognized as a subject of rights. The recognition of the rights of children and adolescents enabled the emergence of legislation, for example, the Child and Adolescent Statute (ECA). However, the advances brought by the referred law did not guarantee the fulfillment of rights and guarantees. In this sense, it is important to reflect on the mismatches between the legal discourse and the mechanisms chosen to carry out the ECA's proposals. However, the ECA was important to legitimize the full protection of children and adolescents, and specifically highlighted the protection measures applicable when recognized rights are threatened or violated. In this sense, the institutional care spaces are responsible for the planning and execution of protection programs. And social educators are professionals who are responsible for ensuring care, defense and protection, seeking to identify the needs of institutionalized children and adolescents to develop activities that integrate the set of recommendations of current legislation. In the systematic literature review, it was found that social educators recognize the work in the institution, but on the other hand, emphasize the importance of the family context. They establish bonds with children and adolescents, and at the same time they need to use strategies to manage their emotions. They value the work collective, as they know the broad meaning of training, but they need information regarding practices. Symptoms of Common Mental Disorders - CMD were identified, in addition, the low financial remuneration and lack of qualification negatively contribute to the quality of care provided by social educators. In the study on the analysis of the narratives of social educators about their practices, it was found that they are represented by care, and that these professionals follow the guidelines proposed by current legislation. The types of practices encompass a variety of activities, as the assistance aimed at basic needs and the enhancement of uniqueness focused, in a procedural way, on the stage of child and adolescent development, and was an important aspect for the construction of intervention strategies. This favored the dimensions of practices, as comprehensive and humanized care was identified, which contributed to the construction of the process of affective bonds and enabled social educators to become figures of attachment. The construction of morality in interactions was highlighted, which allows to help the social and affective development of children/adolescents. And about the context of the practices, positive evaluations were identified, which allowed the development of new forms of intervention. The analysis of photographic records revealed that the practices of social educators involve interactions with children and adolescents, which symbolically included the records of individuals in foster care, physical spaces and objects of the foster care institution. Social educators offered forms of social interaction with children/adolescents through affective bonding and expressed clarity that care surpasses assistance to basic needs. Thus, it was an important aspect for the construction of comprehensive care. It was identified the favoring of the expression of playing through creativity, as well as the recognition of the life story and aspects that integrate the development of each child/adolescent in the host institution. The sharing of educational information in basic care activities (feeding, playing) was highlighted, aiming at the development of new learning. In this way, social educators recognized the work activities that provide conditions for sheltered individuals to build coping strategies in the face of situations involving institutional care, for example, when playing. The results presented show the need for investments in initial training and continuing training of social educators, therefore, it is relevant that continuing training is provided in partnership with professionals who have knowledge regarding institutionalization and comprehensive care. The dynamics of host institutions needs to be discussed in order to break away from welfare models. Mental health care represents another aspect, thus, it is necessary to offer psychological and psychiatric care services. In general, the results of this research contribute to promoting interventions with social educators, for example, assisting in continuing education programs, since the professionals surveyed have a humanized and comprehensive vision. Therefore, an aspect for the development of new activities for the continuity of these actions. In addition, the results identified that social educators are involved in child/adolescent care, and this represents an important point for the strengthening of continuing education strategies, so that the consolidation of activities and bonds are discussed in order to improve the practices of these professionals. The goals were achieved, since scientific papers published in national journals were presented. In addition, it was possible to analyze the practices of social educators in a host institution. A limitation of this study lies in the fact that it is restricted to scientific articles in the Brazilian context. This limitation restricts the results obtained, but does not invalidate their relevance. There is a need to analyze results in other sociocultural contexts, which is why the analysis of international studies is recommended. Another limitation refers to the sample that consisted of social educators from a single host institution, and considering that this is a qualitative study, the results are relativized. The results are self-reports and refer to the participants' analysis of their relationships in the workplace. Another point referred to the impossibility of comparing the narratives between social educators and children/adolescents, which represents a suggestion for future studies. In Brazil, there are difficulties in carrying out the protective measures provided for by the ECA, and thus, there is a need for the principles of this legislation to be put into effect to meet the demands of children and adolescents in institutional care. With regard to the diversity of the Brazilian reality, there are probably institutions that replicate traditional models, however the researched place presents a different panorama of practices that stand out for their humanized care. It is suggested the importance of future research that seeks to deepen the knowledge about the thematic categories identified in this study, specifically, the training of social educators, as it has repercussions on the daily lives of their practices. Therefore, it is possible to emphasize the need for studies with the aim of providing a broad understanding of the care provided by social educators to children and adolescents in institutional care situations. It is recommended that public policies be implemented through actions that enable comprehensive care in the performance of social educators. Longitudinal surveys can be developed to monitor these professionals with a view to analyzing practices. On the other hand, it is important to include the participation of institutionalized children/adolescents in future studies. This study contributed to promote advances in scientific production through the technique of photographic records. Practical applications of the results of this study contribute to implement what is proposed by current legislation, specifically on the strategies used by social educators in institutional care. In addition, this dissertation generated social technologies, for example, the construction of two booklets: “General guidelines for social educators in shelters in the COVID-19 pandemic” and “Recommendations for the practices of social educators in institutional care”.eng
